    A ground that acts as a hot?
    Ive plugged a 60 watt lamp into a wall outlet and half of my apt went dead. And now I have a open neutral some were Ive looked at all the plugs and switches that are not working properly and the ground is acting as the hot and everything seems to be wired correctly... I am stumped.

    Do you mean the ground is acting as a NEUTRAL. I take it you got power between hot and ground, but not hot and neutral? If so Neutral is open.
    The ground can go hot if touching a hot and ground not intact.
