Hello, I'm getting rid of my garage that is located under my house. I plan on removing garage door and installing block wall. My ? Is do I need weep tile installed in that area ( I do have a sump pump in the garage).what is the proper back fill to use? I plan on building a new garage on top of the fill. How long should I wait for settleing before I put new slab of concrete in? Thank you jim

I wouldn't think you would want any weep holes. You are not going to have any water to let out and weep holes would let water in. How much filling do you have to do. If you use soil you are going to have to compact it. A time consuming and expensive task. Where I am we have what is called 21A. That is just the department of highways term for a combination of gravel and gravel dust. It does not compact, or rather it compacts easily.
The dust fills in the voids between the gravel so that it cannot hold water. You wouldn't want just gravel because because that would be a place for water to collect and sit. Ask around about what kind of fill material is available in your area.

If you are using Mother nature to compact that fill I would wait about 4-5 years. Your best bet is to pour a slab on virgin grade with 6" of gravel. Slabs are best 5" thick with a 12" thick curb finished at grade or slightly higher.
