Is there a relay that triggers the Condenser motor? Also, I checked the voltage at the AC controller and it is at 26 VAC, is this a problem if it is intended to be 24?

Some models and circuits have a relay that triggers the condenser motor, but it is not an essential item.
Most relays and other equipment can operate + / - 10% of their nominal voltage.
The actual net supply voltage is also changing within that same 10% range, depending the time of the day and the load on the network...
