I am in the process of having a new potential employer (for a call center supervisor) conduct a background check. I have an IRS bill, will they see this and deny me a job because of my bill? It's a telecommunications company.

Well, like burgers, all background checks are NOT the same. Certainly, if they wanted to, they could find out what color underwear you have on.
However, for a job as a phone room supervisor, I doubt they'll hire a company that will dig that deep.

Is it showing up on your credit report? Is it showing up on all three credit reports ?
But yes it can show up, it depends on what level of background search.
After that if or if they will not hire someone depends on their rules

I work at a call center for a job like you are aplying for I ahd to go though a brack ground check when frist hird thorugh a temp agency to work there and then when I was hired on later by the main company they had to do a more intense background chek they are mainley looking if you have any criminal record or theft charges as you will be dealing with peoples personial information and most times there credit card information things like this so if you have anything theft for credit or fraud this can hurt you
