Can I swim in a sc pool with clothes over my bathing suit?
It's not discrimination. They don't like clothing in the pool because the detergent you use on your clothes will get into the water, and could cause problems with the chemicals and/or filtration system.

The complex gets to set the rules for the use of the pool. Now, if they let some people swim in clothes, and not you, then you might be able to say it's harassment. But just about every public pool I have been too has required bathing suits and banned cut-offs, t-shirts, and other clothing in the pool. So I'm not at all surprised to hear that your complex has the same rules.
Been thinking about this post and came up with the following.
They don't want you using their swimming pool to wash your clothes in. That's what laundromats are for. A lot of homeless people are now using swimming pools to wash their clothes in while they wear them in the pool. You sound like you are one of them. Please do your laundry in the appropriate place.
There are in general no "law" unless the local health departments have them, but what happens is that local pools can set htier own rules.
So they are OK with setting their own rules as long as done equally
