I have a friend who adopted as a single parent in Maryland internationally. She is filing for re-adoption and her boyfriend would like to be the legal father on the birth certificate.

Can she put his name as a petitioner when she petitions to re-adopt or is this another process?

Does she have to re-adopt first and then petiton for a second parent adoption?

How does this work?

I don't know what you mean by "re-adoption." She has already adopted in another Country, that adoption is not recognized in US and she is now adopting same child legally in Maryland?

From what I read of Maryland law an unmarried couple cannot adopt a child together.

I also note some foreign countries do not allow the adopting parent to "re-adopt" the child to a third party - which would be the boyfriend unless the adopting parent marries.
