My recessed can lights have power to them but will not burn a light bulb?? Help!

Assuming you have tested for voltage at each lamp socket,and found 120 volts between the bottom center contact and the screw shell, then the bottom contact may need to be pulled up a bit so the bottom contact of a lamp can touch this bottom contact of the socket.

Yes and I tried that but still have nothing

Have you checked the obvious, the lightbulb itself?

Did you measure 120 volts at each lamp socket?
