I have no power to the outside condensing unit ,but if I turn on the fan at the thermostat the inside fan works.

Check the breaker for the air conditioner, if nothing is tripped, does the unit have an electrical disconnect mounted on the side of the house, next to the unit?

Tells you is OK,, check for low voltage power going to your contacter,, dog could have chewed the tiny ,ity bitty tstat wires that send 24V power to the contacter
