My bath has the three valve system. Hot, shower, cold. When I turn the shower knob to shower, water still continues to come out of the spout. I have changed the shower head. Have tried replacing the diverter stem for the shower. What else could it be?

Sounds like you might have something that's stopping the diverter stem assembly from seating. Are you sure you have the correct replacement stem? Take the stem out and shine a light in there and check the seat for nicks and for any trash. Now turn on the water to flush it out, Reassemble and test.
