Many of the CD/DVD burning programs also have a DVD software for creating and burning DVD movies. Nero and Roxio are good ones for the basic type of DVD movie authoring.

There are much more advanced programs as well that will put your movie clips into timelines and let you cut, paste and edit your movies and add special effects such as scene transitions, menu titles and such.

All this is assuming you already have a video capture card or USB capture device to get your video onto your computer for editing.
