    When two substances form an adhesive bond they would be polar?

    What do you mean by 'adhesive bond'? There is ionic bonding and covalent bonding. Covalent bonding sometimes produce polar molecules. Such polar molecules include water. Non-polar ones are like carbon dioxide. So all depends on the structure of the substance formed.
