Depends on how you start the process..

If you file when your spouse enters US on visitor's visa, or overstayed his visa, you need to file a waiver and I-130 and get approval first. So it might take up to 10-12 months.

If your spouse enters US on spouse visa, he can file for adjustment of status right away, and if he submit form I-765 together with other application, he will receive work permit in 90 days.
