With the piston 1/4" down on the power stroke adjust per specification.

Briggs has repair manuals at Home - Briggs & Stratton
Run the engine for five minutes. Shut down, remove the tappet cover (valve cover), have some old shop towels underneath the cover to catch the oil that is going to run out. Get the engine on compression stroke and at TDC PLUS one quarter of an inch. Then set the valves to .005" using the jambing nut and feeler gauges.
The specs for my 2001 15 1/2 hp B&S engine is .003-.005 intake and 005.-007 for exhaust. Does this help?
