Pitbulls tend to have necks that are larger than their heads, so it is very easy for them to slip their collars. I'm not going to give advice on collars, but strongly suggest that the owner rehome this dog. You have a dog, from an aggressive breed, that slips collars, chews through fences, and roams the neighborhood. Even if you can find a collar that the dog can't get out of, having a dog tied out in a yard for long times tends to increase the likelihood that the dog turns aggressive and bites when it gets loose or someone enters its territory. This is an entirely inappropriate home for this dog. She's not being adequately socialized or trained. This dog is going to wind up eventually being picked up by animal control when one of the neighbors complains about it escaping. Please, think of the dog and find her a new home with people who will take the time to give it adequate training and allow her to live inside as part of a family.
