IRS is one of the exceptions to the rule against seizing SS for unpaid taxes. It is going to be a question of why you owe taxes and if the SSI is yours or your child's - ?

What does the IRS Resolution Center say?

They must have sent you notices that you owe IRS - how is the debt phrased?

IRS pretty much makes its own rules.

Pay what you owe the IRS.
