What email client are you using? Outlook Express?
Go to Tools, Options and select the Security tab. One of the options is to block attachments that may be a virus. These file types are defined in the Internet Explorer Unsafe File List. You can view or change the file types by opening a Windows Eplorer window.

In Explorer, select Tools, Folder Options and then the File Types tab. Browse the list of file extension and look for the one you want such as JPG. Click the Advanced tab. The checkbox for Confirm after download will set a higher security on the file.

Go to the file type VBS for example. You will notice that VBScript files are marked as unsafe and this is the way it should be.
