The electric furnace makes clicking sounds (relays switching? ) and feels very warm to the touch, despite a thermostat setting of 60 deg F in July. The fan is set to AUTO and did not run at all. Are the relays shot and requiring replacement?

If the furnace is trying to come on when it's warm in the room, you have a thermostat problem. Start there. If it calls for heat and the fan doesn't run, you have a blower problem. Turn off the breaker before you troubleshoot.
DO NOT DEAL WITH THIS COMPANY AS THEY ARE A FRAUD! They've taken over two hundred dollars of my money for a heating element in a furnace I placed the order OVER a month ago and have NOT received the part. Their phones are now either disconnected or the mail box is full. Emails to them go unanswered. Until then I am stuck heating my home with my oven and space heaters! I've contacted the Better Business Bureau and the Attorney General as well as our local news! Here are more people who have been ripped off as well!
