I just returned from my local legal aid office and I am a bit confused and was wondering if anyone could clear up a question. They informed me that to receive child support I need to file for paternity even though he is on the birth certificate. However, if I want to change their name to mine, as he no longer contacts them, I have to notify him because he is on th birth certificate. Why is he assumed the father if I want to change their name, but not if I want to collect child support?
He is the father. We have not been to court in any regard. We were never married. He is on both of the boys birth certificates. I can not get ahold of him via e mail, I don't know where he is living, I have an old PO Box, but no physical address.
I ask because without his consent I have my hands tied in regards to name changes and passports and legal aid can not help me with these issues and I can't afford an attorney currently.
