So just had a plumber replace the upstairs shower fixtures, the knobs are not on yet so the line for the shower head and the temp mixture valve are still capped off. However now I do not have any hotwater anywhere in the house. The hot water line on the tank is hot and the water is turned on. I put a VOM on the heating elements and they show voltage so I am convinced the elelments are good and working. It looks like the hot water side is not flowing for some reason. Trying to figure out how the hot water side works.

How old is your water heater and how long since you flushed it. Do you mean that you have no hot water on the hot side of faucets or that you have NO water on the hot side. Check to insure that the valve on the cold water input to the water heater is open.

If the tank is hot but nothing is flowing you need to check for a valve prior to or after the heater that may still be closed. The plumber needed to only close the main but may have also closed a hot supply line. Open the drain spigot on the tank bottom, does it drain or does it flush with great pressure? If it drains the stop is before the tank, if it flushes the stop is after the tank. While you are at it you might as well allow the tank to flush with pressure since this should be done at least twice per year to prolong tank life.

I'd say your elements are just fine. I take it that you have no hot water pressure as per against water that's not heated. As Bob and Harold suggested, check to see if all valves are open. If they are, and this is a newer heater I would suppect the heat trap nipples that come out of the heater,(see image). Check the hot side first and if you find that they're faulty replace with 3/4" brass nipples. Good luck, Tom
