Contractor refuses to finish job he is paid in full for
We paid, in good faith--and stupidity--, a contractor who promised that he would correct a leaking gutter he just put up and which he saw leaking and admitted was improperly constructed. Furthermore he promised to send a sub contractor over to do a part of the contract which they did not do--among other smaller things improperly and problematically done. He kept promising to come for a few months, then in the last phone call said he did not understand our problem, everything was fine and we are asking for things not in the contract. I said we now had animal infestations in the areas on the roof he was supposed to seal off and did not and I was going to hire someone else and bill him for the cost of the new work. He said he would be over the next morning at 8. We waited 45 min and called him and he said he would be over sometime in the week and we have never heard from him again.

I want the money back for the services on the contract not rendered.
I want him to cover the repair costs on the leaky gutters.

Furthermore, he was supposed to remove and replace all old Yankee gutters 61 feet worth. The contract priced out everything by the foot. I found the footage to be seemingly accurate. But in the end he left about 10 feet of Yankee gutters still leaking and causing us problems. He charged us for 61 feet and did not do all 61 feet, made it look done by covering it with new siding. When it rains we have water gushing against the house just the same as before.

I imagine there must be a legal issue against him--somthing like not delivering services paid for.

So you sue him, most likely in small claims court.
