merely not visting and not paying are normally not grounds to take away his rights. Has he been to prison ( reason in some states) But he will have to agree and sign over his rights, and/or not appear and object if given notice of court. Often if you will push the child support order you have in place, see about getting his drivers license suspended for not paying, see about having him put in jail for a week or two for being behind, put pressure , get a garnishment of his pay check. Then he may be more willing to sign over the rights
