Yes.
If you were trying to pay less than the amount of the bad check, they should refuse to accept it.
If they do accept a partial payment, they have in fact, turned the bad check into an installment loan.
If they refuse to accept the full payment, all at once, then you may have a better legal standing, if you can prove you offered full payment and they refused it.

It sounds like you may be in the middle of a bureaucratic decision: whether to take a customer to court, or whether to take a customer's money. You may want to write the corporate office and the local store a letter and try to refurbish your intentions about payment.
