This isn't much info to go by... but don't try to read between the lines... he likes you but doesn't love you. Accept it and move on, you'll meet someone who loves you.

He was totally up front with you, and he meant what he said. Basically you're a very nice girl (friend), but your not really what he's looking for. My brother always uses that line "I love you, but I'm not IN love with you." You might not be what he's looking for, but you certainly don't need someone who will only like you... find someone willing to love you.

He's saying "I'm letting you down easy. It's time to move on. Both of us."
