You will have to approach the bank to obtain a mortgage to build the home you want on the land.

Home Investment Partnership is the largest Federal block grant by HUD to State and local governments designed exclusively to create affordable housing for low-income households.
The programs allows local governments to use HOME funds for grants, direct loans, loan guarantees or other forms of credit enhancement, or rental assistance or security deposits.
