Be realistic - if this is not a first offense, don't pretend it is - the Board will be looking at the person's record.
You have posted about your husband's legal problems a couple of times - what does your Attorney say about you writing a letter?

If he's to get out soon, what purpose would the letter serve? If he MIGHT get out soon, and the parole board is going to consider his application for parole, THEN a letter is a good idea.
The parole board is looking for community support for its parolees. The fact that he has a wife who is supportive is GOOD. Just tell the board that you will provide a home and family support.
