    Would the normal rate of return on investment be the same in all industries?

    No. Few have the same risk factor. If you are drilling for metals or oil, for instance, the risks that you will find something that can be profitably exploited before you go broke, are enormous, so getting venture money to finance that risk will require a much higher payoff.
