    By Definition:

    A document that states that all parties to a case have been served, that the parties disagree (or are "at issue") over one or more points to be resolved at trial, and how much time the parties estimate will be required for trial.

    Some facts are 'at-issue', or contested; and some facts are 'stipulated', or non-contested. In a civil case, where there are no facts at issue, the plaintiff or defendant can move for summary judgment and the judge may decide the case on arguments of counsel and briefs, thereby taking the case away from a jury as to liability, but not damages.
