How do they gather the "income" to determine if meets median income eligibilty for my area? Do they add all the 1099's given that year? Do they take it off a certain line in my income tax filed? Which years?
How is it figured my payment amount if I file Chapter 13? Can we dipute amount judge has determined? If I do not pay, after how many years, the balance the court decided or if I do not make the full payments am I still obligated and what happens? Also, will I owe taxes from this 'charge off' amount or is there a way one can not be required to owe?

You mentioned 1099's: you must be an 'independent contractor' of some kind because employees have W2's. The petitioner actually 'discloses' income from all sources and should have evidence to prove the disclosure in his/her custody.
The Chapter 13 plan payment is monthly income, minus household budget, which equals amount available to pay the Chapter 13 Trustee. The amount paid to Trustee must be sufficient to satisfy the amount required to pay the Chapter 13 plan. A default in payments to the Chapter 13 Trustee will result in your petition being dismissed. I don't believe the gov't has a process to determine taxes for charge offs, at this point.
