I am trying to determine what constitutes an unfit parent in the courts.

Neglect, abuse,
Some are
Leaving kids home alone when not age appropriate
Not having food
Not cleaning clothes and keeping up on bathing
Leaving utilities get shut off
Drugs and alcohol problems

Also a parent that willfully interferes with custody of the other parent.
