My bush idlcd32tv22hd TV comes on for about 1 sec then switches itself back to standby

How old is it as a warranty claim may be in order.

Hmm have you tried blowing all of the dust out of it as it might well be overheating.

Its an lcd TV, no signs of dust blockage on the back/sides. Will dust build up inside this sort of TV?

Yes, in the same way it builds up in a computer.
