Unless you are in one of the IPTV pilot areas and have high bandwidth broadband access, IPTV is out.
You can add a card into your PC or a USB attached device that will allow you to receive your cable or satelite signal for recording or display (there is a difference between the analog and HDTV devices). If you have a HDTV with PC inputs, you can also substitute your PC display for your TV or even better, if your video card support dual monitor display, use both.
Your PC will handle the wireless Internet connection. If you want to surf the Internet, you can further extend your capabilities by purchasing a wirless keyboard and mouse. Make sure your mouse is a Gyro mouse so that it can be used without a mouse pad or other hard surface. The Gyro senses your motions up and down and side to side.
So, lets recap:
Connect the PC to your wireless Internet
Connect your PC to the cable/sattelite receiver so that it will act as a DVR
Connect your TV to the PC so that it will be your primary or secondary monitor
Connect a wireless keyboard and Gyro mouse for complete mobility
Surf and record onward.
