I have a medical debt that I am trying to collect from a Canadian resident ( Where they receive Government paid healthcare) and wanted to know if there are any laws that that I need to be aware of.

First of all, we don't receive govt. paid healthcare, we pay into it as long as we work. Canadians pay for. As far as debit collection is concerned, it doesn't have to be medical, you would have to hire an attorney here in Canada.
