Concrete slab up to weep screed
I had a contractor put in a block wall down the side yard. Then he placed 30 yards of concrete to tie into the patio and run out to the street. The problem is, he did not place the blockwall footing low enough to have the water run away from the house. He has the driveway running into the yard (which is only 500 sq ft in the back) with 3 drains (all into 1 3" drain line) that runs out to the front. The slab is at or within 1" of the weep screed all around the house. The slope away from the house is very minimal with a drain 3 feet from the wall. The problem is that there is a large area of driveway which has a 1/4" a foot slope towards the drain. SO I am worried that during heavy rain, this water will fly past the drain and against the house before slowly migrating its way back to the drain. My question is "Isn't the contractor responsible for knowing how high the slab to the weep screed should be? And is he responsible for fixing this if I start receiving damage to the house from water? What should I do, wait to see if something happens or am I worrying too much as he has told me all through the project? Please help.
    Thank you
Oh I guess I should note that I am located in a sandy soils southern California location, although I am at a base of a mountain which does get some heavy downpours at times.

Your Building Official can help you with this issue. I am sure that there are building codes in your area that deal with proper slope away from your house.
