Should I allow my 13 yr old daughters father to waive his rights she wants him to but I'm not sure if it's the right decision

Depending on the situation. If he is not a father and never really has been than it's something to consider.

What is the reason behind him to waiving his rights? Is he talking visitation, support? Some States allow a father to waive his rights but that does not remove his obligation to pay child support.

    And I don't think I'd let a 13-year old make that decision.

What state are you in? Also remember that even if the two of you agree to a TPR a judge still has to sign off on it too.
