Is the pulsationvery rapid. Almost like a strong vibration? Could be a worn/loose washer or cartridge seal. Tell us more.

It is a steady noise and when I reduce the pressure to the faucet the noise will slow or even stop if I reduce enough. It seems like it is the faucet itself.

OK I feel even more strongly that you have a flutter in your faucet valve or cartridge. I can tell from what you have said which you have, cartridge or washer stem. Either way it needs to be disassembled so shut off the stops under the sink and get to work. Let us know if you are not sure how to disassemble. Brand or model even a picture would help us at that point.
