Is this an original or a print that you have? If it's an original, the artist's signature or mark may have become obscured because of the painting becoming darker with age.
Great searching there, firmbeliever! I think that I would also lean toward Arthur J. Elsley being the artist.
The problem is I am not where I can view the picture myself nor take a photo. My sister states it has been cut and put into an old oval frame and I wonder if this is not where the artist signature is (on the cut off pieces!). She says it has brush strokes and appears to be textured so I don't know if it is a reproduction or what. I suspect the frame is worth more than the print
If it is an original and has been altered in some way, then it would not have as much monetary value as it would originally. Also, it's possible that the frame might actually be worth more than the painting itself.
I would suggest asking your sister if the brush strokes as described by her are raised at all. That would help to determine if it is an original of some kind. It's also possible that it could be a copy of a famous painting that an art student copied by painting for a class.
Hi, Barbart! I have a print that sounds similar or perhaps the same. The little girl appears to be going to wash/doctor the Saint Bernard's eye as he sits there trustingly. The title is a little hard to read but looks like "Trust". Please reply. A. GronleyQuote:

This bernhardiner-dogs were originally bred by monks in the Switzerland to help people in need in the mountains (often shown with a rum-bottle around its neck, but that was not common). They got their nae from the Bernhardstal (Bernhard-valley) where the monastery was.
So this dogs became symbol of strong friendly dogs, who can even stay days outside in the cold & snow.
So that kind of pictures were commn in the Swiss, Austria & Germany
