    First you have to get a doctor to sing off on it, then you need to get a judge to sign the papers.

    You need to have them evaluated by a doctor and a psychiatrist and have them declared insane AND dangerous to them self or others.

    If you feel like they are an immediate threat to themselves or someone else, you can call 911 (or local law enforcement) and tell them... that person would go through a 72 hour hold for evaluation.
