My friend bought a dog that was to be shipped from denver Colorado to halifax nova scotia. Then complications arrived. And the man claimed there was an embargo but he could send the dog to toronto. Stating that the embargo was only for denver to halifax. May I ask what an embargo is. As I am unfamiliar with this kind of law

An embargo would mean that they will not ship the dog as he wanted them to.

Some similar terms would be: prohibited, not allowed, blocked, or banned.
