Do you mean you want to make a business plan for starting a banquet hall for catering etc. If so, you decide how many you would be able to seat, look at kitchen facilities (if viewing a banquet hall already established, take note of any appliances that may want up-dating). Get their present capacity and find out what type of events they catered. You would have to be conversant for wedding banquets, etc. Sports them banquets.

Then you get this all down on paper with your estimates on cost and approach a lending facility with your ideas.
