Can I use outlook express emailing and at the same time have a gmail emailing account at the same time.

Ihave gmail, hotmail, Yahoo mail and somebody else, and use outlook for my IP server email.

I am not sure exactly what you are asking

Outlook Express isn't an email. It's an email program, where you can download, read, organize, etc. everything w/your email. And you can use it for any email that is capable of POP3 or IMAP. For a web based email, you can go to the site and do everything there. Or you can download the stuff into an email program like Outlook Express and do everything from there.

i.e. Outlook Express isn't any specific email account. You can't do a thing with it without setting it up to connect to a specific email account. Are you already using it for something (like maybe your email with your ISP) and you want gmail also? You can do that. And you can make a new ID in Outlook Express to use for gmail, or go to their web site and use the web-based interface.
