Yes, save up money till you can invest all of your time and energy.
If you "can't spend much time" and "can't spend much money" then you don't have the time or money which means you are not ready

Do you have an idea as to the type of business that you would want to start? It would be helpful to know that. Almost all businesses do require an amount of investment in time in order to start them. Although, some don't require much money, if any, to start them. Some people can start a business and then let others run it. But, it still takes an investment of time in order to start the business.

It would also be helpful if you would let us know what you mean by collecting "various designs of beautiful decorations" concerning your question of starting a business.

In short, it does require time on your part to start a business, but depending on the type of business it is, it might not cost you a lot of money to start it.

I have started two companies and purchased one existing company... if I could do it again, I would have purchased and existing company from the beginning.

Get a good book on starting a business and go threw the pros and cons of startups. Be honest with yourself about whether startup is right for you. Is your personality right for the sales work, the lack of money, building relationships, kissing a lot of butt and so forth.

I was not willing to do the sales work I needed for my technology business and it only did well enough to pay its own bills... not mine.

The existing business (two laundromats) had existing customer base, equipment and room for growth.

Good luck and read, read, read...
