We have an 8 month old miniature schnauzer he has been doing fine now all of a sudden he is not wanting to eat has trouble walking and I feel he is getting dehydrated what do you recommend. Right now we just don't have the money for a vet bill

Look it's irresponsible to try to give you any kind of advice without seeing the animal. Is this a temp cash flow problem? Borrow $ from a friend or relative, get a payday loan, put the vet bill on a credit card. Since he is only 8 months old I assume 2months or so when you got him you had no business taking him in if you couldn't afford him. He needs medical care. A dog is your best friend! Take him to the dr. has he been at all? Because if he's had no vet care at all this could be one of the diseases a vet would normally vaccinate against.
