I remember this childrens' TV Show but, like you, could not remember the title. It took me ages of research to find it but hopefully I was successful.

The name of the series was 'Out of this World'

It was premiered in 1987 and starred Donna Pescow as Donna Garland and Doug McClure as Mayor Kyle Applegate. It was actually directed by Scott Baio of 'Happy Days'.

Donna could not only freeze time, she could also make objects appear and teleport herself.
