I have a Craftsman 19.5 HP 42" lawn tractor. It appears the bearings are gone on the front tires. Do I need to replace the whole tire or just the bearings?

Bushings.

You don't need to replace the <a href="https://www.kenjones.com">mower tires</a>, just the "bearings" or the bushings.
