Can they denie me this travel document because my green card was denied?

Travel document issues based on your green card, if your green card is denied, then you are not eligible to apply for any related documents, i.e. work permit, travel document, etc.

How long have you received the notice? You need to have an attorney file appeal with USCIS within 30 days.
