How do I know what to check to see if I can fix it?

My central air is blowing out hot air and when I checked outside the compressor wasn't on can someone please help.

Check all your breakers going to the A/C unit. Inside at the main box and out at the unit. If the breaker is marked A/C flip it to off and then back to on.
