Its good that you are asking these questions. But there are other questions you should be asking. Like why does your mom not want you to date? Why do you think its necessary to have sexual relations? What will you do if you become pregnant? Do you really love this person and are you prepared to spend the rest of your life with them?

No form of protection is 100%. So, unless you are financially and emotionally prepared to have a child you should refrain from sexual intercourse.

The best protection is not to do it. It's guaranteed abusolutly free, and no one gets hurt. EVER, once you get married that's OK but until you are don't do it.
If you're a minor it's not legal (witch I suspect you are) but if your and adult it's your choice, but why risk getting her pregnant when you can wait? And no one has mentioned the possibility of contracting a STD (Sexually transmitted disease). Are you prepared to live the rest of your life with one? There are a lot of them out there that there is no cure for and can lead to you never being able to have children, let alone kill you.
