I transferred my h1 to company X seven months ago.My case is still pending
I have pay stubs on X company.I got married recently.Can I send my wife for h4 visa?
Other wise I have to wait for my approval.Any help would be appreciated.

To apply for H-4, you would need reference letter from your employer and all your H-1 documents plus copy of every pages of your passport. So you need to wait until your H-1B transfer is approved.
