I am 16 years old. I attend a boarding school that allows day students. My sister lives about 30 minutes from the school. She is my legal guardian. The school says I can only live off campus with a parent. Shouldn't I be able to live with my sister?

Though your sister is considered "legal guardian" in US, but without your parents' consent, you cannot live with her. Talk to your parents.

Many boarding schools have specific requirements when it comes to international students, especially when students are minors. I believe they have good reasons for this.
