Depends on the State - if you are looking to end child support, that doesn't necessarily end when rights end - the Court does not want the child to become a public charge.

I've moved this to the Family Law forum where there are literally hundreds of threads that deal with this issue. The bottomline is that courts are very reluctant to terminate parental rights. Generally a TPR is only done to clear the way for adoption or if the parent represents a danger to the child. It won't be granted to release the parent from child support obligations.
